She was born as a fourth child in a family of five children to Mike Gabbard and Carol Porter Gabbard. She was later elected to the U.S. House of Representatives (2013-2021) and was the first Hindu and Samoan-American to serve in Congress, representing Hawaii as the U.S. representative of the 2nd district. As a representative in the Congress, she served as vice-chair of the DNC (2013-16).

She was a Democratic presidential nominee in 2019 under an anti-war ticket and in March 2020, she threw her support behind Biden. Following a change of parties (leaving Democrats in 2022 and arriving in 2024 as a member of the Republicans), working as a contributor in the media, Trump nominated her and she was confirmed in February 2025, as the Director of National Intelligence.
